The Training Dilemma

Rationalised manpower levels, particularly in recent years, make it more difficult to release personnel for training purposes. Together with the perceived difficulty of measuring the cost-effectiveness of training programmes, this results in training being among the first casualties of cost-saving. Paradoxically, there is no greater need for training. Properly identified training needs, and the development of programmes to satisfy them, make a substantial contribution in raising the levels of professionalism, efficiency and commitment – enabling fewer to be more productive.
